The requirement for territorial representation applies to community unit districts and consolidated school districts created prior to January 1, 1975, and to combined districts created prior to July 1, 1983. A district may remove itself from the territorial representation requirements by a vote of the electorate in an election as provided by law.

Currently where a district's territory is greater than two congressional townships or 72 square miles not counting congressional townships of fewer than 100 inhabitants, not more than 3 board members may be elected from any one township.
