3. Minutes of closed meetings must be made available for public inspection after the Board determines in an open session that their confidentiality is no longer required. Public bodies must meet at least semi-annually to review minutes of closed sessions. At such meetings, a determination must be made and reported in open session either that (1) the need for confidentiality still exists as to all or part of those minutes, or (2) the minutes of portions thereof no longer require confidential treatment and are available for public inspection. Either all or a portion of the minutes may be retained as confidential or released.
